In 1987, Hasbro planned to introduce as a member of GIJoe - Rocky Balboa - a character starring Sylvester Stallone, but negotiations fell through.
The character would be a well-known boxing champion who enlisted in the army at a secret GI Joe post. He would have been specifically recruited by Hawk to train the Joes in boxing.
No toys were produced. A licensing deal fell through, and development of the Rocky figure was canceled.
However, Rocky Balboa would have a rival Cobra, called Big Boa. This character, even with the failure of negotiations with Rocky, was launched in 1987 by Hasbro.
BIG BOA
Cobra soldiers can be an unruly and unpredictable bunch. They are not driven by patriotism, loyalty to the cause, honor, or a sense of duty. To keep them in line and ready for battle requires a ruthless and authoritative leader, and Big Boa is just the type of person to do it. With a voice that booms like a megaphone, big fists that look like frozen turkeys, and the aggression of a raging grizzly bear, he is the ideal commander to mold them.
